JOB TITLE: Stormwater/Development Engineer

DEPARTMENT: Public Works / Stormwater, City of Cartersville

JOB SUMMARY: The Stormwater/Development Engineer is responsible for planning, designing, implementing, and managing stormwater infrastructure and regulatory compliance programs. This position supports the development and maintenance of drainage systems, flood control measures, erosion and sediment control practices, and stormwater quality initiatives in accordance with local, state, and federal regulations.
The Stormwater/Development Engineer works closely with public works staff, developers, contractors, regulatory agencies, and the public to ensure effective stormwater management, environmental stewardship and general development standards are met.

MAJOR DUTIES:

• Design and review stormwater management systems, drainage improvements, culverts, detention/retention facilities, and related infrastructure projects.
• Prepare and review engineering plans, specifications, calculations, reports, and cost estimates.
• Administer and enforce stormwater ordinances, erosion and sediment control regulations, and floodplain management requirements.
• Support compliance with National Pollutant Discharge Elimination System (NPDES/MS4) permit requirements.
• Conduct hydrologic and hydraulic analyses using engineering software and modeling tools.
• Review private development plans for compliance with stormwater regulations and general civil design standards.
• Coordinate capital improvement projects related to stormwater infrastructure and drainage.
• Perform field inspections of stormwater facilities, construction sites, and drainage systems.
• Investigate drainage complaints, flooding concerns, and stormwater quality issues.
• Develop and implement stormwater maintenance and rehabilitation programs.
• Assist with grant applications, budgeting, and long-range infrastructure planning.
• Coordinate with local, state, and federal agencies regarding permitting and environmental compliance.
• Prepare technical reports, presentations, and correspondence.
• Provide technical assistance to internal departments and the public.

 
KNOWLEDGE REQUIRED BY THE POSITION:

• Knowledge of stormwater design principles, hydrology, hydraulics, and drainage systems.
• Knowledge of federal, state, and local stormwater regulations and permitting requirements.
• Knowledge of accepted civil design standards.
• Familiarity with NPDES/MS4 compliance programs and erosion control practices.
• Proficiency with engineering software such as AutoCAD Civil 3D, ArcGIS, HydroCAD, HEC-RAS, HEC-HMS, or similar programs.
• Ability to interpret engineering plans, specifications, and technical documents.
• Strong analytical, organizational, and problem-solving skills.
• Ability to communicate effectively both verbally and in writing.
• Ability to manage multiple projects and deadlines.
• Ability to establish and maintain effective working relationships with staff, contractors, regulatory agencies, and the public.

MANAGEMENT RESPONSIBILITIES

• Direct, supervise, and evaluate the work of Stormwater Division staff, including inspectors, technicians, maintenance personnel, and administrative support staff.
• Plan, assign, prioritize, and review work activities to ensure efficient and effective operation of the division.
• Participate in recruitment, hiring, training, coaching, discipline, and performance evaluations of division employees.
• Develop departmental goals, objectives, policies, and procedures to support the City's stormwater management program.
• Prepare and administer the Stormwater Division operating and capital budgets.
• Oversee stormwater utility operations, infrastructure maintenance programs, regulatory compliance activities, and capital improvement projects.
• Manage consultant contracts, professional service agreements, and construction contracts related to stormwater projects.
• Coordinate division activities with other City departments, regulatory agencies, developers, contractors, and the public.
• Ensure compliance with all applicable federal, state, and local stormwater regulations, including NPDES/MS4 permit requirements.
• Provide strategic leadership for long-range stormwater planning, watershed management, flood mitigation initiatives, and infrastructure resiliency efforts.
• Represent the City at public meetings, regulatory hearings, and professional organizations as required.

 
MINIMUM QUALIFICATIONS: 

• Bachelor’s degree in Civil Engineering, Environmental Engineering, or related field.
• Minimum of [5] years of progressively responsible engineering experience in civil development, stormwater management, drainage design, or related infrastructure projects.

Licenses and Certifications

• Professional Engineer (PE) license in the State of Georgia or ability to obtain within [12 months].
• Valid Georgia driver’s license.

Preferred Qualifications

• Experience working in a municipal or public works environment.
• Certified Floodplain Manager (CFM) certification.
• Experience with FEMA regulations, watershed studies, and green infrastructure practices.
• Experience administering MS4 programs and stormwater utility operations.
• Supervisory or managerial experience preferred, with demonstrated leadership abilities and the capacity to assume division management responsibilities.

SUPERVISORY CONTROLS: The Stormwater/Development Engineer works under the general direction of the Public Works Director. The employee exercises considerable independent judgment and discretion in planning, organizing, directing, and administering the City's stormwater management program.

PHYSICAL DEMANDS: The work is performed in the office and field work.

WORK ENVIRONMENT: Occasional exposure to construction sites, traffic, inclement weather and uneven terrain.
May require attendance at evening meetings or emergency response activities during storm events.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: The Stormwater/Development Engineer is expected to serve as the manager of the Stormwater Division. Supervisory responsibilities may be assigned progressively based on qualifications, experience, and organizational needs.
